European standards adoption for eInvoicing in Catalonia

The European Innovation and Networks Executive Agency (INEA) promotes Connecting Europe Facility (CEF) Telecom 2016 funding opportunities to help European public administrations and business in different Member States to adopt or make the transition to the new electronic invoicing standard EN 16931.

Directive 2014/55/EU (on electronic invoicing in public procurement) lays the groundwork for the creation of this new norm (European Standard EN 16931). It establishes common electronic invoicing standards in Europe (based on pre-existing standards) and thus facilitates the massive use of electronic invoicing in the public sector. The Directive sets November 2018 as the deadline for the adoption of this standard by the different Member States.

The new standard aims to ensure interoperability of electronic invoices by defining three related aspects: the content of invoices (the semantics), the format or language to be used (the syntax) and the method of delivery.

The main objective of the EUeInvoicing.cat project is the adaptation of the general invoice reception point system in Catalonia (eFACT, owned by the Consorci d'Administració Oberta de Catalunya (Open Administration Consortium of Catalonia) to the new European standard for the exchange of electronic invoices. Likewise, the project includes the adaptation of the Barcelona City Council system (as one of the big recipients in Catalonia), Cambra eBusiness and Pimefactura (main issuers of invoices to Catalonia).

Specific objectives

1. Update the existing electronic invoice generation system and the e.FACT platform according to the new standard.

2. Implement an invoice reception point following the new standard (PEPPOL eDelivery Access Point (AS2).

3. Update the notification system of the platforms involved to comply with the new standard ("Message Level Response" and "Invoice Message Response" defined in PEPPOL).

4. Develop a sustainability strategy for both the private sector and the public sector.
